随着先飞技术产品种类、项目数量和交付规模的不断增加,我们与分包商、外协单位及各类生态合作伙伴之间的协同关系也越来越紧密。各位合作伙伴在生产加工、装配调试、项目执行、物料周转、问题处理和交付支持等不同环节中,持续为先飞技术的产品交付和客户服务提供重要支撑,已经成为先飞技术供应链与交付体系中不可或缺的一部分。
近期,在部分外协交付过程中,我们发现了一些产品质量、物料管理、交期履约和问题反馈方面的情况。部分问题虽然发生在具体项目中,但其背后反映的是外协协同规模扩大后,质量标准、过程记录、交付纪律和合作评价需要进一步明确的问题。为了让合作更加清晰、高效、稳定,也为了让真正认真负责、质量可靠、响应及时、愿意长期共同成长的合作伙伴获得更多机会,先飞技术将逐步加强对外协交付质量和服务表现的记录、评价与反馈。
需要特别说明的是:
建立质量与交付评价机制,并不是为了单方面增加合作压力,也不是为了简单设置合作门槛,更不是为了用评价机制压低合作价格。我们希望通过更加公开、透明、可持续的方式,与各位合作伙伴共同提升产品质量、减少返工损耗、提高交付效率、稳定客户体验,让优质合作能够被看见,让长期主义能够得到回报。
一、我们更看重真实交付能力,而不是规模大小
先飞技术不会简单按照外协单位的公司规模、人员数量、合作时间长短或既有印象来决定外包产品的数量和类别。对于外协合作而言,真正重要的不是“看起来有多大”,而是在每一次具体项目中,是否能够稳定完成交付,是否能够保证产品质量,是否能够及时响应问题,是否能够在合作过程中持续改善。
因此,先飞技术后续将更加关注各合作伙伴在实际项目中的综合表现,包括但不限于:
产品质量是否稳定
交付是否及时可靠
物料损耗是否可控
问题反馈是否及时
整改配合是否积极
是否能够持续提升效率和专业能力
质量稳定、交付可靠、配合顺畅、能够持续改进的合作伙伴,将在后续合作中获得更多机会。
相反,如果长期存在质量问题较多、合格率偏低、交期不稳定、物料损耗偏高或问题反馈不及时等情况,先飞技术也会根据实际记录,相应减少外包数量,直至暂停相关合作。
二、实行项目化记录,让优秀合作伙伴被看见
外包产品装配和交付原则上按照项目进行记录。每个项目结束后,先飞技术会对本次项目的交付情况进行基础记录,记录内容包括但不限于:
成品率与良品率
外观质量
功能测试结果
装配可靠性
内部结构质量
返工数量与返工原因
交付及时性
物料损耗情况
这些记录并不是为了事后追责而设置,而是为了形成更加真实、客观、连续的合作数据。
过去很多合作表现只能依赖零散印象和临时反馈,容易造成优秀合作伙伴没有被充分看见,也容易让长期存在问题的合作环节没有被及时纠正。
通过项目化记录,我们希望把合作表现逐步转化为可追溯、可比较、可复盘的数据依据,让高质量交付的合作伙伴在后续合作安排中获得更加公平的认可。
同时,项目化记录也有利于双方共同改进。对于一次项目中出现的问题,只要能够及时反馈、认真分析、积极整改,就可以变成下一次合作的改进基础。我们更愿意看到合作伙伴持续进步,而不是只在问题发生后进行简单否定。
三、质量要求:把问题尽量解决在交付之前
外协合作伙伴应重视产品的外观质量、功能质量和内部装配质量,不能只关注表面完成或形式交付。尤其对于装配、调试、检测、维修等工作,很多质量问题并不一定在交付当下立即暴露,而可能在复检、拆机、测试、客户使用或后续项目执行过程中逐步显现。
因此,外协合作伙伴在生产和装配过程中,应主动加强自检、复核和异常反馈,尽量把问题解决在正式交付之前。
如在复检、拆机、问题排查或客户反馈中发现属于外协装配原因造成的不良,相关情况将纳入质量记录。特别是出现批量不良、严重返工、重大装配错误、内部结构质量问题、因外协操作导致的明显质量事故,或者问题发生后未能及时配合排查和整改的,将会重点记录,并影响后续合作安排。
当然,先飞技术也会坚持客观判断,不会把所有问题简单归责给外协合作伙伴。对于经确认属于来料问题、物料本身问题、设计变更、标准调整或先飞技术提供物料问题导致的不良,不计入外协质量责任。我们希望建立的是公平、真实、可持续的质量评价机制,而不是简单的一方承担机制。
四、物料管理:清点、反馈、区分、返回
物料管理是外协交付的重要组成部分,也直接关系到项目成本、交付效率和责任边界。
外协合作伙伴收到物料后,应尽快完成数量清点,并将客供料签收单拍照回传先飞技术确认。
项目结束后,剩余物料、不良物料和异常物料应按照清单完整返回,避免出现数量不清、责任不清、损耗不清的情况。
对于不良物料,外协合作伙伴应尽量按照问题类型、物料种类、数量明细、是否已使用、是否需要进一步确认等维度进行区分,便于双方后续核对和处理。
如果未及时确认物料清单、未拍照回传或未按清单返回物料,缺失部分原则上将按照损耗处理。
外协在装配过程中如造成物料损坏,应及时告知先飞技术损坏情况,严禁在物料已经损坏但未通知先飞技术的情况下继续使用。
单个项目中如物料损坏数量明显偏高,先飞技术将结合损耗情况判断装配质量和操作规范性;因外协原因造成的物料损坏,应由外协承担相应损坏费用。
五、交期要求:及时交付,也要及时沟通
项目开始前,双方应明确交付时间、交付数量、交付标准和交付方式。外协合作伙伴应按照约定时间和数量完成交付,如中途出现特殊情况,应提前主动沟通,而不是等到交付节点临近、已经延期或问题扩大后才反馈。
先飞技术理解项目执行过程中难免会遇到变化,也理解外协合作伙伴在人员安排、物料衔接、现场条件和任务切换中会遇到实际困难。因此,对于因先飞技术物料延期导致项目无法按原计划推进的,外协交期可在物料延期时间基础上同步顺延。但如果延期原因来自外协自身安排、人员组织、质量返工或沟通不及时,则相关情况将纳入交期履约记录。
真正可靠的合作,并不是永远没有问题,而是在问题出现时能够及时沟通、共同判断、尽快处理。提前沟通可以让双方共同寻找解决办法,延后反馈则往往会扩大损失、压缩调整空间,并影响整体交付节奏。
六、合作机会将更多向优质交付倾斜
未来,先飞技术将根据各外协单位的实际表现,持续记录并综合判断后续合作安排。重点参考因素包括:良品率、返工率、物料损耗、交期履约、问题反馈、整改配合和整体协同效率。
质量稳定、交付及时、损耗较低、配合良好的合作伙伴,将优先获得后续合作机会。对于质量问题较多、合格率长期偏低、物料损耗明显偏高、交期不稳定或问题反馈不及时的合作伙伴,先飞技术将根据实际情况减少外包数量。若长期整改效果不明显,或出现严重质量事故、重大隐瞒、批量返工等情况,先飞技术可暂停或终止相关合作。
这样的安排并不是为了简单淘汰合作伙伴,而是为了让合作机会更多流向真正重视质量、尊重交付、愿意长期成长的合作伙伴。只有让优质交付获得更多机会,让不稳定的交付逐步改善或退出,整个外协合作体系才能更加健康。
七、我们期待与优质伙伴长期同行
当前市场竞争越来越激烈,客户对质量、交期、价格和服务的要求都在不断提高。任何一个环节的松动,最终都会影响整个交付链条的竞争力。
对于先飞技术和各位合作伙伴而言,真正可持续的合作,不应建立在短期压价、临时凑合或问题后置的基础上,而应建立在质量稳定、沟通顺畅、责任清晰和共同进步的基础上。

To Our Partners: Statement on ALLXF Product Quality and Delivery Collaboration
As ALLXF's product range, project volume, and delivery scale continue to grow, our collaborative relationships with subcontractors, outsourcing units, and various ecosystem partners have become increasingly close. Partners across production, assembly, commissioning, project execution, material handling, issue resolution, and delivery support have been providing essential backing for ALLXF's product delivery and customer service, and have become an indispensable part of our supply chain and delivery system.
Recently, during some outsourcing deliveries, we have identified issues related to product quality, material management, delivery schedule compliance, and issue reporting. While some of these issues occurred in specific projects, they reflect a broader need: as outsourcing collaboration scales up, quality standards, process documentation, delivery discipline, and performance evaluation need to be further clarified. To make collaboration clearer, more efficient, and more stable—and to ensure that partners who are truly responsible, quality-reliable, responsive, and committed to long-term growth receive more opportunities—ALLXF will progressively strengthen the documentation, evaluation, and feedback of outsourcing delivery quality and service performance.
It should be specially noted:
Establishing a quality and delivery evaluation mechanism is not intended to unilaterally increase pressure on partners, nor to simply set barriers to collaboration, nor to use the mechanism to drive down cooperation pricing. We aim to work with all partners in a more open, transparent, and sustainable manner to jointly improve product quality, reduce rework and waste, enhance delivery efficiency, and stabilize customer experience—so that quality collaboration is recognized, and long-term commitment is rewarded.
I. We Value Real Delivery Capability, Not Scale
ALLXF will not simply decide the volume or category of outsourced products based on a partner's company size, headcount, length of cooperation, or existing impression. What truly matters in outsourcing collaboration is not "how big you look," but whether you can consistently complete deliveries in every specific project, maintain product quality, respond to issues in a timely manner, and continuously improve throughout the partnership.
Therefore, ALLXF will increasingly focus on each partner's overall performance in actual projects, including but not limited to:
Whether product quality is stable
Whether delivery is timely and reliable
Whether material loss is controllable
Whether issue reporting is timely
Whether rectification cooperation is proactive
Whether efficiency and professional capability continue to improve
Partners with stable quality, reliable delivery, smooth cooperation, and continuous improvement will receive more opportunities in future collaboration.
Conversely, if a partner consistently has excessive quality issues, low pass rates, unstable delivery schedules, high material loss, or delayed issue reporting, ALLXF will, based on actual records, correspondingly reduce outsourcing volume and may suspend relevant cooperation.
II. Project-Based Documentation: Letting Excellent Partners Be Seen
Outsourced product assembly and delivery will, in principle, be documented on a project-by-project basis. After each project, ALLXF will record the delivery performance, including but not limited to:
Yield rate and pass rate
Appearance quality
Functional test results
Assembly reliability
Internal structural quality
Rework quantity and causes
Delivery timeliness
Material loss status
These records are not designed for post-hoc accountability, but to build more accurate, objective, and continuous collaboration data.
In the past, much of the collaboration performance relied on scattered impressions and ad-hoc feedback, which often meant excellent partners were not fully recognized, and persistently problematic areas were not corrected in time.
Through project-based documentation, we aim to gradually convert collaboration performance into traceable, comparable, and reviewable data—so that partners delivering high-quality work receive fairer recognition in future collaboration arrangements.
At the same time, project-based documentation supports mutual improvement. Issues that arise in a project, as long as they are reported promptly, analyzed seriously, and rectified proactively, can become the foundation for improvement in the next collaboration. We would rather see partners making continuous progress than simply being denied after a problem occurs.
III. Quality Requirements: Resolve Issues Before Delivery
Outsourcing partners should prioritize product appearance quality, functional quality, and internal assembly quality—not just surface completion or formal delivery. Especially for assembly, commissioning, testing, and repair work, many quality issues may not be immediately apparent at the point of delivery, but may gradually surface during re-inspection, disassembly, testing, customer use, or subsequent project execution.
Therefore, outsourcing partners should proactively strengthen self-inspection, cross-checking, and anomaly reporting during production and assembly, and resolve issues before formal delivery as much as possible.
If defects caused by outsourcing assembly are discovered during re-inspection, disassembly, troubleshooting, or customer feedback, the relevant situations will be included in quality records. In particular, cases involving batch defects, severe rework, major assembly errors, internal structural quality issues, obvious quality accidents caused by outsourcing operations, or failure to cooperate with troubleshooting and rectification in a timely manner will be flagged and will affect future collaboration arrangements.
Of course, ALLXF will maintain objective judgment and will not simply attribute all issues to outsourcing partners. Defects confirmed to be caused by incoming material issues, material defects, design changes, standard adjustments, or problems with materials provided by ALLXF will not be counted as outsourcing quality liability. We aim to build a fair, accurate, and sustainable quality evaluation mechanism—not a one-sided blame system.
IV. Material Management: Count, Report, Classify, Return
Material management is a critical component of outsourcing delivery, directly affecting project cost, delivery efficiency, and responsibility boundaries.
Upon receiving materials, outsourcing partners should complete quantity verification as soon as possible and return a photo of the material receipt signed by both parties to ALLXF for confirmation.
After project completion, remaining materials, defective materials, and abnormal materials should be returned in full according to the inventory list, to avoid unclear quantities, unclear responsibilities, or unclear loss.
For defective materials, partners should classify them by issue type, material category, quantity detail, whether already used, and whether further confirmation is needed, to facilitate subsequent verification and handling by both parties.
If the material list is not confirmed in time, no photo is returned, or materials are not returned per the list, missing items will in principle be treated as loss.
If materials are damaged during assembly, partners must notify ALLXF immediately. It is strictly prohibited to continue using damaged materials without notifying ALLXF.
If material damage in a single project is significantly higher than normal, ALLXF will assess assembly quality and operational compliance based on the loss situation. Material damage caused by outsourcing partners shall be borne by the partner at the corresponding cost.
V. Delivery Schedule: Deliver on Time, Communicate on Time
Before a project begins, both parties should confirm the delivery time, quantity, standards, and method. Outsourcing partners should complete delivery according to the agreed time and quantity. If special circumstances arise during the process, proactive communication in advance is required—not waiting until the delivery deadline is approaching, the delivery is already delayed, or the problem has escalated before reporting.
ALLXF understands that changes are inevitable during project execution, and that outsourcing partners face real difficulties in staffing, material coordination, site conditions, and task switching. Therefore, if project progress is disrupted due to late material delivery from ALLXF, the outsourcing delivery schedule may be extended accordingly based on the material delay. However, if the delay is caused by the partner's own scheduling, staffing, quality rework, or untimely communication, the situation will be recorded in the delivery compliance log.
Truly reliable collaboration is not about never having problems—it is about communicating promptly, assessing jointly, and resolving quickly when issues arise. Early communication allows both parties to find solutions together; delayed reporting tends to expand losses, compress the room for adjustment, and disrupt the overall delivery rhythm.
VI. Collaboration Opportunities Will Increasingly Favor Quality Delivery
Going forward, ALLXF will continuously record and comprehensively assess future collaboration arrangements based on each outsourcing unit's actual performance. Key reference factors include: pass rate, rework rate, material loss, delivery compliance, issue reporting, rectification cooperation, and overall collaboration efficiency.
Partners with stable quality, timely delivery, low loss, and good cooperation will be prioritized for future opportunities. For partners with frequent quality issues, consistently low pass rates, significantly high material loss, unstable delivery, or delayed issue reporting, ALLXF will reduce outsourcing volume based on actual conditions. If long-term rectification shows no clear improvement, or if serious quality accidents, major concealment, or batch rework occur, ALLXF may suspend or terminate the relevant cooperation.
This arrangement is not about simply eliminating partners—it is about directing more opportunities to those who truly value quality, respect delivery commitments, and are committed to long-term growth. Only when quality delivery receives more opportunities and unstable delivery improves or exits can the entire outsourcing collaboration system become healthier.
VII. We Look Forward to Long-Term Journey with Quality Partners
Market competition is intensifying, and customer expectations for quality, delivery, pricing, and service are continuously rising. Any looseness at any link will ultimately affect the competitiveness of the entire delivery chain.
For both ALLXF and all partners, truly sustainable collaboration should not be built on short-term price pressure, makeshift solutions, or deferred problem-handling. It should be built on stable quality, smooth communication, clear responsibility, and mutual progress.
ALLXF hopes to build longer-term, more stable, and healthier collaboration relationships with all subcontractors and outsourcing partners. We are not simply looking for low-cost supply resources—we want to work with partners who have genuine responsibility, quality awareness, delivery capability, and a willingness to grow, so that together we can make better products, execute better projects, and serve customers better.
