一、付款及开票均需经过完整流程审核
公司所有付款申请及发票开具事项，均需按照内部管理流程完成申请、审批、复核等相关环节后执行。
财务工作并非收到需求后即可立即处理，相关业务必须在前置流程完整、资料准确、审批完成的基础上，才能进入最终处理阶段。
流程审核的目的，是确保每一笔资金支付、每一张发票开具均符合公司管理要求及相关法规规定，避免因信息错误、审批缺失等问题造成后续调整和额外工作。
二、财务团队按照固定工作节奏开展业务处理
由于财务工作涉及资金安全、税务合规及数据准确性，公司财务团队会根据业务流程安排统一处理相关事项。
目前，公司正常付款及发票开具的集中处理时间原则上为：
每日 16:00—19:00
请各合作伙伴合理安排业务申请时间，并预留必要的流程处理周期。
另外，考虑到银行业务、税务系统及内部管理安排等因素：
周末原则上不安排付款及发票开具；
法定节假日期间原则上不安排付款及发票开具；
特殊情况如需紧急处理，请提前与相关业务人员沟通确认。
三、严格审核是保障双方权益的重要措施
财务工作具有高度严谨性，任何金额、账户、税务信息或流程资料上的错误，都可能导致后续资金风险、税务风险以及大量返工。
因此，财务团队会对相关资料进行必要的审核、复核和确认。
看似增加了一定的处理时间，但其目的是减少后续因错误产生的沟通成本、修改成本和时间成本，从长期来看，也是对公司及合作伙伴双方权益的保障。
四、请合作伙伴给予理解与配合
我们始终重视与各合作伙伴的合作关系，也会持续优化内部流程，提高业务处理效率。
同时，也希望各合作伙伴能够理解财务工作的特殊性，按照规范流程提交相关资料，并合理安排业务时间，共同保障合作顺利开展。

To further improve financial management efficiency, ensure accuracy, standardization of business processing and capital security, we hereby inform all partners of our internal procedures for payment disbursement and invoice issuance. We ask for your understanding and full cooperation.
1. All Payments & Invoices Require Full Workflow Approval
The purpose of workflow review is to guarantee that every fund disbursement and every issued invoice complies with the company’s internal management rules and relevant national regulations. This avoids subsequent revisions and extra workload caused by incorrect information or missing approvals.
2. The Finance Team Follows a Fixed Processing Schedule
Additionally, considering bank operation limits, tax system maintenance and internal administrative arrangements:
No payment disbursement or invoice issuance will be arranged on weekends in principle;
No payment disbursement or invoice issuance will be arranged during statutory public holidays in principle.
For emergency requests requiring priority handling under special circumstances, please communicate and confirm with our dedicated business contact well in advance.
3. Rigorous Review Protects Mutual Interests
Although these checks slightly extend processing lead time, they effectively reduce communication costs, revision workload and time delays stemming from document errors. In the long run, this rigorous review mechanism safeguards the legitimate interests of both our company and all partners.
